The U.S. Department of Health and Human Services (HHS) sent a dear colleague letter to institutions regarding changes to the terms and conditions on the Primary Care Loan (PCL) Master Promissory Note and provided a sample PCL MPN with the appropriate changes made in red font. The Patient Protection and Affordable Care Act of 2010 (PPACA) made changes to the PCL that affect the terms and conditions of the MPN. Institutions can use the sample MPN to revise their MPN for loans given on or after March 23, 2010.
