Flunking Banks Out of College (CNNMoney.com)

"President Obama is closer to winning a big fight with banks over who gets to dole out cheap student loans backed by the federal government," CNNMoney.com reports. "In the next several weeks, legislation could pass forcing all government-backed student loans to come solely from the federal government. The move would cut out bank middlemen who now collect a subsidy to make federal student loans, such as Stafford loans, which offer the lowest interest rates because the federal government assumes the default risk."

NSF Director Touts Administration’s Budget Plan

The director of the National Science Foundation explained numerous changes that the Obama administration aims to make in the agency's approach to science research and education in testimony before a Congressional science panel Wednesday. Arden L. Bement Jr., who is leaving the NSF to head a research center at Purdue University, told members of the House of Representatives Science Committee about the administration's plan to continue a drive to double spending on the physical sciences and to revamp funding for minority college students in science fields.

Opinion: Senator Lamar Alexander Is Making Things Up (Chronicle of Higher Education)

"With the prospect of President Obama's student-loan bill passing through the budget reconciliation bill fast approaching, Senator Lamar Alexander (Republican of Tennessee) took to the Washington Post op-ed page to tell some lies about the bill," Kevin Carey, the policy director for Education Sector, writes in the Chronicle of Higher Education. "It's not a secret that the government will be lending money for more than that money costs. All lending programs work this way. The difference is that currently the money left over after paying people to administer the program is used to line the pockets of bank shareholders and executives whereas under Obama's plan it will be used for Pell grants that benefit low-income students."

Opinion: Opposing View — Save Consumer Choice (USA Today)

"Before the Obama presidency, approximately seven of 10 schools chose the private-sector based student loan program over the one favored in SAFRA," writes Richard Hunt, president of the Consumer Bankers Association, in USA Today. "They did so because the service quality was higher and because, at least before the economic crisis, loans under the private-sector program were less costly to borrowers. In elections and in basketball, a 70-30 victory would be considered a rout. Most would assume the victor was superior to the loser."

17 States Pledge to Improve College Graduation Rates

Seventeen states across the country have joined together in a pledge to improve college graduation rates as part of the Complete College America Alliance of States. The alliance, announced today, is led by Stan Jones, Indiana’s former commissioner for higher education, and the Washington-based nonprofit group Complete College America . It is part of a larger, national effort led by President Obama of making the United States the most educated country by 2020. The main goal is to raise the number of adults between 25 and 35 with associate’s or bachelor’s degrees from 38 percent to 60 percent. How will they do it? New Calculation Finds Less Savings for Government in Student-Loan Industry’s Plan (Chronicle of Higher Education)

"The nonpartisan Congressional Budget Office, at the request of Democrats, made another review of the latest alternative the industry proposed to President Obama's plan to end the bank-based loan program. And the budget office concluded the industry plan would save taxpayers about $8.5-billion less than would the Obama administration's plan," the Chronicle of Higher Education reports. "The budget office has estimated the president's plan would save nearly $87-billion over 10 years by ending federal subsidies to private student-loan companies and instead supplying all student loans directly to students through the Education Department."

Obama Extends U.S. Efforts for Black Colleges (Inside Higher Ed)

"President Obama on Friday signed a renewal of the executive order on federal efforts to assist historically black colleges," Inside Higher Ed reports. "While the executive order itself follows the form of orders in previous administrations, the head of the Obama administration's effort for the colleges said that the executive order would set off a change in philosophy on how the government could work with the institutions. The order itself authorizes the continuation of an office in the Education Department to focus on ways that all federal agencies can work with and support historically black colleges. "
