Senate Passes Scaled-Down Jobs Bill
Yesterday morning the Senate passed the first of what Senate Majority Leader Harry Reid (D-NV) hopes will be multiple scaled-down jobs bills. NASFAA staff and members have been advocating the Senate to include a provision in the House's jobs bill that provides an additional $300 million for the Federal Work-Study (FWS) Program. The $15 billion Senate bill passed yesterday does not include FWS funding, but the multiple bill approach means there will be additional opportunities for FWS funding to be increased. The Senate's approach also makes it more difficult to predict how Congress will ultimately pass job creation legislation.

Senate Finance Committee Leaders Unveil Bipartisan Jobs Bill
Senate Finance Committee Chairman Max Baucus (D-MT) and the committee's ranking Republican Charles Grassley (R-IA) released a bipartisan bill of tax cuts and spending provisions as part of a job-creation initiative yesterday. Unlike the job creation bill passed by the House in December, the Senate bill does not include additional funding for the Federal Work-Study (FWS) program. However, the Senate's path forward on jobs legislation is still unclear, given that Senate Majority Leader Harry Reid (D-NV) told reporters that the Senate would consider several smaller jobs bill once they returned from the Presidents Day recess.

Video: Harkin Voices Opposition to Using Reconciliation to Pass Healthcare
Senator Tom Harkin (D-IA), chairman of the Senate Health, Education, Labor, and Pensions Committee, made it clear last night on the Rachel Maddow show that in his opinion, healthcare reform will not, and should not, be part of any budget reconciliation process. Yesterday evening, Senate Majority Leader Harry Reid unveiled the Senate's healthcare reform bill and is expected to call a vote later this week. The timeframe for a student aid reconciliation bill continues to be dependent on the fate of healthcare legislation. Watch the entire Maddow video in the article.

Senate Unveils Health-Care Bill (The Washington Post)
"Senate Majority Leader Harry M. Reid presented an $848 billion health-care overhaul package on Wednesday that would extend coverage to 31 million Americans and reform insurance practices while adding an array of tax increases, including a rise in payroll taxes for high earners," The Washington Post reports. "Democratic leaders were jubilant that the nonpartisan Congressional Budget Office determined that the Senate bill would cut federal deficits by $130 billion over the next decade. ... Those projected reductions could prove critical in winning the support of three wavering moderate Democrats ... "
