“Some West Virginia State University students are still upset because they have not received financial aid money, but university officials said they are only abiding by proper rules in disbursing financial aid,” the Charleston Gazette reports. “[S]tudents and parents called Wednesday to complain of financial aid problems after Sally Burger, the school’s interim director for student financial assistance, said in Wednesday’s Gazette that she hoped the problems were remedied after 26 students had been temporarily dropped from their classes. Beyond those 26 students, Burger said Wednesday, students who did not turn in their Free Application for Federal Student Aid [FAFSA] and related documents by June 30 are ‘not going to get their money real quick.’ Burger, who started in February, said she’s strictly enforcing university, state and federal rules that had been loosely adhered to in the past.”

Community Colleges Introducing Shortcuts to Two-Year Degrees

Although many students are able to complete their associate degrees in two years, a number of community colleges are looking to shorten students’ time at their institutions even further. The changes at one school alone have included moving from semesters to trimesters, shortening courses from 16 to 14 weeks, and offering more options for degree completion in the summer, when most schools offer fewer classes than in the fall and spring terms. An article this week in Inside Higher Ed suggests more community colleges are looking to meet the call from the Obama administration and organizations like the Bill & Melinda Gates Foundation to get students out in the real world with degrees before they drop out. President Obama is placing great weight on the power of community colleges to double the number of graduates in the United States by 2020. At Southern West Virginia Community and Technical College , for example, all students are able to earn an associate degree in just 14-16 months if they complete one course every two weeks under the school’s trimester system. According to Inside Higher Ed, about a quarter of the students there have been graduating in a shorter amount of time

“Community colleges across the country are responding to the call by many education experts to get the lead out and meaningfully decrease their students’ time to degree and program completion,” Inside Higher Ed reports. “Southern West Virginia Community and Technical College, for example, will change from the semester to a trimester class format this fall. Classes will run for 14 weeks instead of 16 weeks, and the summer term will have just as many course offerings as the fall and spring terms. While each class will be about ten minutes longer, the most motivated students will be able to earn an associate degree just under a year and a half — compared to what had been the norm of two years (with a summer off).”

A Virginia prosecutor has apologized to The Breeze, the student newspaper at James Madison University, and agreed to pay the publication $10,000 to resolve a dispute over authorities’ seizure of hundreds of photographs of a campus party in an attempt to identify students who became violent during the event. Officials of the Student Press Law Center, who had criticized the way the Breeze was treated, said that the settlement affirmed key principles in the protection of the student press.

The University of Virginia on Thursday — as it has been hinting it would do — went to state court to try to block demands by the state’s attorney general for documents about the work of Michael Mann, who studies global warming and who taught at the university from 1999 to 2005 (and who has since joined the faculty at Pennsylvania State University). Mann’s work is under attack by conservative skeptics of global climate change, and the state’s attorney general, Kenneth T. Cuccinelli II, has expressed sympathy with their views. Faculty members at Virginia and nationally have viewed the attorney general’s request as an inappropriate attempt to intimidate researchers by suggesting that unpublished papers could be subject to government review. John T. Casteen III, the university’s president, said in a statement that it was important to fight the attorney general’s information demands because they have “sent a chill through the Commonwealth’s colleges and universities – a chill that has reached across the country and attracted the attention of all of higher education.”

The funds, for which all states and the District of Columbia applied, were made available through the American Recovery and Restoration Act. The University of Virginia has announced that it has retained a law firm to help determine how to handle a request by Kenneth T. Cuccinelli II, the state’s attorney general, for documents related to Michael Mann, a former professor of environmental sciences at Virginia whose work has been questioned by skeptics of theories about global warming. Faculty members at Virginia and elsewhere have said that the attorney general is trying to intimidate scholars whose work he doesn’t like — and they have been urging the university to resist the information request. The university’s announcement that it is seeking outside legal advice was the first strong suggestion that it might do so.

John T. Casteen III, president of the University of Virginia, met with Gov. Bob McDonnell Tuesday to urge reforms in state law so colleges would be informed of the off-campus arrests of their students, The Charlottesville Daily Progress reported. Casteen noted that the university was never informed of an incident in which the student who is facing murder charges in the death of another student this month was arrested in 2008 and allegedly threatened a police officer. “Information of that kind would have lit up our system,” Casteen said. “Students who do those sorts of things would find themselves suspended immediately … In any event, I would like to know if one of my students threatened to kill a police officer.”

The American Association of University Professors and the American Civil Liberties Union are asking the University of Virginia to reject demands from Virginia Attorney General Ken Cuccinelli for documents on the research of a global warming expert who once worked at the university. Many conservative groups believe that documents of climate change experts will confirm their skepticism about global warming. The AAUP/ACLU argument is not about global warming, but about the rights of professors to do controversial work. Rachel Levinson, senior counsel with the AAUP, said in a press announcement: “The breadth of Attorney General Cuccinelli’s request suggests that it is meant to intimidate faculty members and discourage them from pursuing politically controversial work; it’s a shot across the bow to all public universities in Virginia. Cuccinelli’s injection of politics into the academic arena is profoundly counter not only to the interests of scholars in climate science but to the interests of the state’s flagship institution in academic excellence and dispassionate inquiry and to the public interest as a whole in vigorous debate.” A spokeswoman for the university said that it has requested and received an extension, until July, to comply with the request. She said that “the attorney general has broad authority to initiate an investigation such as this

The attorney general of Virginia has ordered the University of Virginia to turn over documents as part of what he called an “open inquiry” to determine whether a former professor defrauded taxpayers while seeking grants for global warming research, The Washington Post reported . With the move, Ken Cucinelli II drew UVa into the climate change controversy that has embroiled several British institutions and Pennsylvania State University, where the former Virginia professor, Michael Mann, now works. Cucinelli said he wanted to know whether Mann cited “knowing inconsistencies” about climate change in applying for federal grants; Mann and a lawyer for the American Association of University Professors told the Post that the attorney general’s inquiry smacked of an “inquisition” that could threaten academic freedom.
